Am I missing something here. why can't black's rook take white's rook on H1, then proceed to queen the pawn, rather than shuffling back and forth between f1 and g1? At the very least can't black draw if rh1,followed by rg1, and if king h3, then black takes white's g pawn and stalemate.

Yes , you are missing the thing that Black has no time to take Rh1.
1.e8=N Rxh1? 2.Nd6 and 3.Nb7# next.
